Alternately, a character is specifically tasked with doing something that they don't want to do. Instead of complaining, the character will then attempt to engineer a supposedly foolproof means of getting the job done with the least effort on their part, which will almost always take more effort than just doing the work in the first place.

Isn't that what we call Fence Painting?

Indeed it is. Let's turn that sentence into an xref, something like "Such a character may engage in Fence Painting to manipulate others into doing the work for them when whining and complaining don't work (or he already knows they won't work)." When the trope leaves the workshop we'll also have to put an xref on Fence Painting back here.
